USAID’s Center of Excellence on Democracy, Human Rights, and Governance seeks to provide technical assistance and support to elections and political transitions in developing countries and to support the community of development practitioners strengthening democratic development around the world.
Subject to the availability of funds, USAID seeks to competitively award one Leader with Associate Award. The competition under this Request for Applications (RFA) covers both the Leader Award and all subsequent Associate Awards, although applications submitted in response to this RFA are related to the worldwide activity to be supported under the Leader Award only. (Separate applications specific to each Associate Award will be submitted after the Leader Award is in place, if and when a USAID Mission or other USAID or Department of State operating unit decides to finance an Associate Award.)
This RFA provides an estimate of the total award amount for the Leader Award of $20 million over five years. Each Associate Award shall specify its own total award amount but the cumulative total award amounts of all associate awards globally cannot exceed $750 million over the life of this agreement.
USAID strongly encourages applicants to develop consortia with other responsible and eligible organizations (U.S. or Non-U.S. Organizations) with complementary capabilities and experiences if conducive to the achievement of results under the program objectives. When a Leader Award recipient works with a consortium or subrecipients, any Associate Awards under the Leader Award must be issued to the Leader Award recipient, not to any of the consortium or subrecipient members. The recipient of the Leader Award may make subawards to the consortium members as necessary for the program.
